Jakarta, INTI - Amid rapid technological development and the increasing demand for safe and reliable telecommunications devices, the Ministry of Communication and Informatics of the Republic of Indonesia has introduced the Minister of Communication and Informatics Regulation Number 3 of 2024. This regulation is designed to replace Regulation Number 16 of 2018, which is now considered outdated and irrelevant to current needs.
Why Is This Change Necessary?
The rapid development of telecommunications technology has rendered previous regulations incapable of accommodating the needs for technical standards and certification of telecommunications devices. This is especially relevant with the emergence of technologies such as 5G, IoT devices, and other wireless communication systems. Consequently, the Ministry of Communication and Informatics felt the need to issue new regulations that better align with the current conditions.
This regulation covers various important aspects, including enhancing the technical standards for telecommunications equipment, which encompass electrical, electronic, safety, health, security, and environmental aspects. With these higher standards, the government aims to ensure that every telecommunications device used by the Indonesian public meets high safety and quality criteria.
Enhancing the Certification and Testing Process
The new regulation also introduces a stricter and more integrated certification process. By utilizing the Online Single Submission (OSS) integrated electronic business licensing system, business operators can more easily and quickly obtain certification for their devices. The OSS system is designed to minimize the bureaucracy that often hinders the licensing process.
Additionally, testing of telecommunications devices has also been enhanced. Each device must undergo a series of tests conducted by authorized institutions before receiving certification. These tests include assessments of the device’s conformity to applicable technical standards. Thus, devices that do not meet the standards will not receive certification and will not be allowed to be marketed.
Impact on Manufacturers and Consumers
The impact of this new regulation will be felt not only by manufacturers and distributors of telecommunications devices but also by consumers. For manufacturers, this regulation provides clear guidance on the technical standards that must be met, ensuring that their products comply with existing regulations.
