Jakarta, INTI - In this rapidly advancing digital era, cybersecurity has become a top priority for the Indonesian government. One of the government’s efforts to ensure cybersecurity is through the issuance of Presidential Regulation (Perpres) No. 82 of 2022. This regulation is a mandate from Government Regulation (PP) No. 71 of 2019 concerning the Electronic-Based Government System (SPBE), which aims to protect public interests from all types of disturbances resulting from the misuse of electronic information and electronic transactions.
Taufik Aryanto, from the National Cyber and Encryption Agency (BSSN), emphasized the importance of Perpres 82 of 2022 during the Indonesia Internet Expo and Summit (IIXS) 2024, held as part of the Indonesia Technology and Innovation (INTI) 2024 event. According to Taufik, this regulation plays a strategic role in ensuring the continuity of the vital information infrastructure (IIV) in a secure, reliable, and trustworthy manner.
Main Objectives of Presidential Regulation 82 of 2022
In his presentation, Taufik explained that there are three main objectives sought through Perpres 82 of 2022. First, it aims to protect the continuity of IIV from increasingly complex and diverse cyber threats. Indonesia’s vital information infrastructure encompasses various sectors, such as defense, transportation, finance, health, and other sectors related to national interests.
Second, the regulation seeks to prevent disruptions, damages, and/or destruction of IIV due to cyberattacks, whether technical or non-technical. Taufik highlighted that damage to IIV could have widespread impacts, disrupting economic stability and national security. Therefore, coordination between agencies is crucial in implementing IIV protection as mandated by this regulation.
Third, it aims to enhance preparedness in dealing with cyber incidents and accelerate recovery from the impact of such incidents. The government recognizes that cyber incidents cannot be entirely avoided, but swift preparedness and response are essential to minimize the negative effects.
In the implementation structure of Perpres 82 of 2022, BSSN acts as the coordinator for IIV protection, involving various relevant ministries and agencies. Each sector has its own responsibilities in drafting a specific roadmap for IIV protection according to the characteristics and needs of their respective sectors.
For example, the Ministry of Defense focuses on protecting infrastructure related to national security, while the Ministry of Health is responsible for protecting vital information infrastructure in the health sector. Effective inter-agency coordination is expected to create a comprehensive and integrated protection system.
In conclusion, Taufik emphasized that the implementation of Perpres 82 of 2022 requires active participation from all parties, including the private sector and the public. Cybersecurity is a shared responsibility, and strong collaboration between the government, the private sector, and the public is key to achieving a safer and more prosperous Indonesia in the digital age.
