Japans Minister for Digital Transformation Acknowledges ASEAN Digital Economy Framework Agreement (DEFA) as a Progressive Step

Jakarta, INTI - Cross-border data flow policies hold immense significance for the global economy and are pivotal in achieving the targets outlined by the United Nations' Sustainable Development Goals. During the Organization for Economic Development and Co-operation (OECD) Ministerial Level Meeting (PTM) convened in Paris, France, on May 2nd and 3rd, 2024, OECD ministers gathered to deliberate on the crucial role of international data governance policies in the digital economy and the OECD's role in mitigating barriers to the free flow of data.

A consensus emerged among OECD ministers to bolster mutual trust between nations and enhance cross-border interactions to advance the Data Free Flow with Trust (DFFT) initiative. The concept of cross-border privacy and data protection has been identified as a cornerstone of the DFFT agenda.

Steering discussions as the keynote speaker during the "Solution-Oriented Approaches to Emerging Challenges" session, Coordinating Minister for Economic Affairs Airlangga Hartarto highlighted significant milestones achieved during the 2023 ASEAN Indonesia Chairmanship in the realm of digital economy. The rollout of a cross-border payment system in the Southeast Asia region and the ratification of the ASEAN Digital Economy Framework Agreement (DEFA) are noteworthy accomplishments that merit OECD's attention.

Echoing Coordinating Minister Airlangga's sentiments, Japan's Minister for Digital Transformation, Kono Taro, expressed that the OECD can draw valuable insights from the ASEAN DEFA framework, which represents a stride forward. DEFA stands as a pivotal milestone in the digital integration journey within the ASEAN region, aiming to standardize digital trade regulations and foster digital economic collaboration among member nations.

Minister Kono Taro expressed optimism that collaborative efforts between the OECD and ASEAN can be strengthened, particularly in facilitating smoother cross-border digital trade and streamlining business operations in the region. This could be achieved through policy interventions in critical areas such as digital trade facilitation, payment mechanisms, standards, and trusted data exchange.
